Project Bugs page has search field etc even if there are no bug reports

Bug Description
1. Register a project in Launchpad.
2. From that project's Overview page, click "Bugs".
The resulting page contains a search field and links to various searches, when there are no bug reports at all for that project.
Instead, the page should explain that the project has no bugs recorded yet, and possibly also describe how it can have bugs filed against it (depending on whether the project uses Launchpad for bugtracking).
It may save time to fix this bug at the same time as bug 439245.
