This bug is still inside the launchpad system and doesn't seem to be fixed a time ago. I've reported this one a long time ago so it can be that it is gone to the 'data-nirvana' :D
Please, have a look at it to fix this problem with the loading issues if many users are here at the same time to work on projects.
