Should tell the user how to associate a bug with a Ubuntu package

Bug Description
Hi,
When a bug is reported against Ubuntu itself and you want to
associate it with a particular package then you may go to
"Also affects Distribution/
and the package name. In this case you are told that the
bug is already reported against Ubuntu with no package,
and that you should associate it with a package instead.
However it does not tell you how to do this.
It should either explain how the user should do this,
or just do it for them, as that is probably what the
user intends, and you have all the necessary information.
