Bug Description
When commenting on and subscribing to a Launchpad bug via a single
email, the comment will be processed first and the subscription second,
so if the user has "Send me bug notifications for changes I make"
turned on, then the user will not get a notification of the comment,
even though they probably wanted or were expecting one.
It would be helpful to reverse the processing order so that the
subscription happens first and the comment second, so that the
notification does occur when the option is turned on, otherwise the
user will have to send two mails to get the notification.
