Don't send bug watch updates for already fixed bugs

Bug Description
Launchpad sends me bug watch updates per email for bugs fixed in debian that were already fixed in ubuntu. When a bug is fixed in a project that is tracked on launchpad I am no longer interested in updates in projects that do not use launchpad for their bugtracking.

OTOH, I often use this information to know when a package can be sync'ed from Debian.
