See https://answers.launchpad.net/launchpad/+question/707908. Brian is a member of ~ubuntu-bugcontrol, which is the bug supervisor team of ubuntu, and should have been able to add a structural subscription as mentioned in https://git.launchpad.net/launchpad/tree/lib/lp/bugs/model/structuralsubscription.py#n425.
