UI: Link to build step is missing when the build fails

Bug Description
cf. screenshot attached. The screenshot shows the result of a successful run (top) and a failed run (bottom).
When you run a build consisting of multiple steps in LP CI, the UI shows a link to the build logs as "(build)" and it also shows links to the individual steps of this build.
When this build succeeds, the links to the steps are shown on the text (in the screenshot at the top"lint:0").
When the build fails, this link is missing (in the screenshot bottom "lint:0"). That makes it harder to navigate to the part of the log that actually failed.
