Bug Description
The librarian client should record the time it takes talking to the HTTP librarian This information should be available in the OOPS report, in case such conversation raises an exception.
Stuart warned about the exception handler that uploads the exception to the librarian. It might end up in a loop. If the code is too painful to work with, we might want remove it, as the use case (incredibly noisy Rosetta cron scripts) no longer applies.
