Bug Description
When unembargoing packages from the security PPA, bug closing should happen is it would for any other upload that closes bugs.

Good point, one can say that's also another reason for making the 'unembargoing' procedure more natural, using the package-upload path, because it already has code to close-bugs (and publishing custom-uploads).
'unemboargo' candidates can be placed in accepted queue via the UI, we only have to extend process- acceptance/ publishing to move the files between librarian instances.
