+rpconfig only lists 34 entries in a really weird order

Bug Description
I have no idea why this is happenning, but:
- +rpconfig lists items in a pretty weird order -- it's not ID, for sure
- it also only lists the top (in that random order) 34 entries
In production these are the top 4 entries prefixed by their IDs:
