Bug Description
If the 'enabled' flag of an archive was set to false then
* no pending build records in that archive should be dispatched to the buildd slaves
* the archive's build records should be ignored when calculating estimated build dispatch times
* if the archive's builds are shown on UI pages at all it shall be indicated that they are "suspended"
