Bug Description
Occasionally, I send mail to people who are not subscribed to a bug (e.g. upstream developers) about some matter relating to an existing bug report, and when I do this I CC <email address hidden> for the record. This often causes confused subscribers to that bug to follow up asking what my mail meant. For an example, see comments 12-15 in this bug (and note that I'd even tried to write my message to make it clear that I was talking to specific people):

To solve similar problems, debbugs invented "quiet" mail addresses. Sending mail to <email address hidden> causes the message to be appended to the bug log, but suppresses mail notifications. Could we please have a similar feature in Launchpad? Note that it needs to be a family of separate e-mail addresses, not a control command, in order that the address can be CCed on a normal e-mail conversation in a natural way.

Could we not simply say that if the bug email address appears in the
CC but not the TO if the message, this email will be considered quiet?
