Extend twisted LogFile object to serve launchpad infrastructure team purposes

Bug Description
Launchpad IS team would like tac application logs to:
* Be rotated daily (extends DailyLogFile);
* K rotated files to be kept (default maxRotatedFiles);
* Last N rotated files to be compressed;
it should be available from twistedsupport/ module.

I've written a custom twisted LogFile that fulfill the requirements above. However in order to use that in application we need a newer twisted codeline (8.0.1 is too old), including, at least, http://
Let's see if we can organize an upgrade for this cycle.
