PPA build notifications always and only go to entire team

Bug Description
Symptoms
========
When a package build fails in a PPA, launchpad currently sends a notification e-mail to all members of the team.
Analysis
========
Team PPAs will have different needs depending on the team - some teams have N uploaders managing M packages independently and so will want just the uploader informed. Others are managing the packages together and will want everyone told for prompt resolution. Still others will want to check the web UI (if they are running a rota system).
Recommendations
===============
Provide a subscription system and configure existing team PPAs with a sensible default, and new ones with the same default.

Rodney, confirmed, it's very annoying.
Right now it can be avoided by setting the team contact_address to a centralized place (could be a LP maillinglist), the notification will be sent to that address only.
For the new future we are working on a PPA subscription mechanism that would allow users to specific the level of communication they want.
I personally think the restricting build notifications to the uploader, is not the way to go, since it hides problems that other developers may be able to fix or at least help with.
