Bug Description
Per my discussion with beuno, the commit messages of branch merge proposals should be editable using javascript and the inline text editor.

There is a branch for this, but it needs tests, and, due to the painfulness of using windmill to try and set up sample data, this has to wait until the Launchpad object factory can be used with Windmill.
I'll bump it back up to "In progress" again when I can get back to it.
