Bug Description
If someone joins a team that is already subscribed to a private PPA, they should get an email (with a link) inviting them to create their token.

It would be nice to tell folk. As they already have a page they can review access tokens on, this is a matter of polish vs core functionality.
I think it would be good to do via the notification service, so that folk can choose not to be mailed (adding yet another source of email from LP would not be considered a feature by many users :P)).
