Bug Description
1. Click the Status or Importance value for any non-duplicate bug report (such as this one).
2. Use the Up or Down arrow keys to navigate through the possible status or importance values.
What should happen: You navigate through the menu.
What actually happens: The page scrolls up or down.
This could be fixed by using a real <select> menu instead of an HTML+CSS imitation.
