Hitting tab on +filebug page behaves confusingly

Bug Description
On the +filebug page that contains the "Further information" field, e.g. https:/
I'd expect for tabbing to get me to the " This bug is a security vulnerability" checkbox, then the "Extra options" expander, then "Submit Bug Report".
Instead, I have to hit "Tab" quite a few times to get to the "Submit Bug Report" button.

I suspect this has something to do with the tab expansion AJAX, which should cycle through expanding each dup as you tab. Perhaps there's something gone wrong, so that the tabbing hits each dup but doesn't expand to show where we're at?
