Bug Description
I've just discovered a new project and now I would like to know when the first release will be done and when the first tarball will be available. Currently I have just two options:
1. subscribe to the project announcements with my feed reader;
2. look at the page periodically.
However if the project owner doesn't want to use announcements and/or if I don't want to use feeds, then I have only (2). I would like to get mail notifications about the creation of:
1. new series;
2. new milestones;
3. new releases;
4. new download files.
