"Edit commit message" in action portlet, should be next to commit message

Bug Description
To edit the commit message of a merge proposal, you have to click the link in the right-hand columns. This is different to the usual Launchpad patter of clicking an edit button near the thing you are editing, in this case, the commit message.
The commit message should have an edit icon near it that lets you edit the message. The link in the right-hand column should go away.
Related to bug 362010, but different.
