Zope error logs contain far too much noise

Bug Description
Despise copy_to_zlog being set to false, the production error logs are being
filled up with NotFound, Unauthorized, and possibly other exceptions to such
an extent that visual inspection of the logfiles for exceptional occurances
is impossible.
