federated bug comment notifications have no indication that they are federated

Bug Description

On Bug 11334, I got 2 E-Mails which were comments #153 and #154 from upstream, but the E-Mail had no subject and nothing in the body states that the comments are from upstream.

Yes, this can be quite problematic, especially since the emails encourage the user to reply to the comment with an email, but their answer won't be forwarded upstream.

Are you sure the replies won't get forwarded? I thought that they would,
but maybe I only dreamt that I implemented that :)

Apparently, my reply by E-Mail is being forwarded:

This is definitely a problem as I was going through my Launchpad E-Mail and replied to something that looked like it was from Launchpad, but was from Bugzilla. I replied by E-Mail and the E-Mail is being sync'd upstream. I wrote a follow-up apology, since the comment would only have been relevant on Launchpad, but I can easily see this happening accidentally.
