Bug Description
As reported in bug 490224 we've been processing uploaded files which use bzip2 incorrectly and marking them as text/plain in the librarian database and that is how they are being served. After the code fix lands the content-type for existing librarian files need to be updated to 'application/
The process should occur twice. Once after the code fix lands on edge and then again after release to ensure no others snuck through by non-beta users.
