linkification of bugs in upstream comments shouldn't point to lp bugs

Bug Description

Upstream bug comments about duplicate bugs that are imported to Launchpad create confusion because they link to local bug numbers instead of upstream duplicates.
Example: Bug #263435
" In Mozilla Bugzilla #78414, Bugzilla-iwaruna (bugzilla-iwaruna) wrote on 2001-11-27: #13

*** Bug 112299 has been marked as a duplicate of this bug. *** "

The above quoted comment is about Mozilla bug 112299, but the text "bug
112299" links to the same bug number in Launchpad.

Proposed solutions:
1) Fix the links to point to the upstream bug tracker
2) Do not import comments about duplicate bugs (they are not useful)

The linking effects more than just imported comments about duplicates, it effects all imported comments referencing bug numbers. See bug #514925 for that issue. The scope of this bug should be just that the import of comments about duplicates isn't very helpful at all, and so they shouldn't be imported.

Duplicates and other bug upstream in bugzilla are referenced the same way, so I updated this bug to reflect both cases and marked the other one as a duplicate.

I still think these are two separate issues. Even if the linking gets fixed, comments about there being duplicates aren't really useful from a Launchpad user's perspective, and just create a lot of spam. So this bug report should be about whether we need those comments imported at all, and bug #514925 can be for the linking.

The converse of this is that launchpad bug id's get linkified upstream - see lp #557032

But on the other hand, the format 'lp #number' as in comment #4 is not linkified!

Just one reason why Sir Tim invented the URL syntax instead of trying to infer hyperlinks from natural language...
