Bug Description
Upstream bug comments about duplicate bugs that are imported to Launchpad create confusion because they link to local bug numbers instead of upstream duplicates.
Example: Bug #263435

The above quoted comment is about Mozilla bug 112299, but the text "bug
112299" links to the same bug number in Launchpad.
Proposed solutions:
1) Fix the links to point to the upstream bug tracker
2) Do not import comments about duplicate bugs (they are not useful)

The linking effects more than just imported comments about duplicates, it effects all imported comments referencing bug numbers. See bug #514925 for that issue. The scope of this bug should be just that the import of comments about duplicates isn't very helpful at all, and so they shouldn't be imported.
