"View This Bug" Link on Duplicate Check Page should open links in new window

Bug Description
When the "View This bug" Link is clicked while reviewing duplicates, the link opens in the current tab/window. This behavior is undesirable because it makes it harder to examine the duplicates more deeply (when necessary), but also when the user goes 'back' in their browser, the proposed bug summary and list of potential duplicates is gone, putting up an unnecessary barrier to reporting the bug if it is not a duplicate.
