Bug Description
About 40% of the import queue right now consists of PO files for Ubuntu that are Blocked and haven't been touched in over a year. We might as well delete these. As far as we can tell they were all auto-blocked after their template uploads were blocked, so as long as we keep the blocked templates, any new upload of these same PO files will automatically be blocked again.
