Changed status to 'Deferred', message says 'Not Started'

Bug Description

I changed https://features.launchpad.net/distros/ubuntu/+spec/larger-livefs to status 'Deferred'. On the resulting page, I get a yellow box which reads:

Specification is now considered "Not started".

though the portlet shows that it is indeed Deferred.

Steps to reproduce (using sample data):
1. Open http://features.launchpad.dev/products/firefox/+spec/mergewin/+status
2. Change "Implementation Status" to started;
3. Click change;
4. It will show the yellow warning. Specification is now considered "started "
5. Open http://features.launchpad.dev/products/firefox/+spec/mergewin/+status again and change the "Implementation status" to deferred
6. Click on change;
7. The yellow notification will be no Specification is now considereded "Not started" which is confusing.

IMHO deferred implies something that a person might think about and depending on circumstances might or might not implement, so its considered not started.
