No "Post comment" button under the "Add comment" window

Bug Description
Under the "Add comment" window there's no "Post comment" button so you always have to click the "Add attachment or patch" option to get a new page to be able to post your comment.
Problems:
1. if you move to that page at the beginning you cannot see all the other comments anymore and this makes it difficoult writing a reply to other reports;
2. if you write your comment in the first page (being able to see other comments), when you click the "Add attachment or patch", the new page clears the comment window and your writing is gone! So you have to copy, click the option and paste in the new window what written; but then, if you want to move back to read other comments you always have to do the same; or if you don't know, you simply lose everything done so far.
Requests:
1. make the "Post comment" button available in the first window;
2. keep what written in the comment window when moving to the "Add attachment or patch" page.

I may agree that for the first point it could be a duplicate of bug #414747, if it wasn't that the button is not visible at all for me, not only disabled!
And this is definitely wrong for the second point: do you want me to send a new comment for it?
Also, isn't this bug a little too old? Don't you want people using IE to post comments? ;)
