Need option to disable language-{pack,support} when creating a rebuild (copy archive)

Bug Description

copying main for amd64 and i386 results in ~3400 build records, about 1000 of these are for language-{pack,support}, which are not that interesting to rebuild. currently these can be down-scored, and the archive be disabled for these builds start. would be nice not to copy these at all (or things like kde-l10n-*) in the first place.
