mail for duplicate bugs are sent to subscribers of duplicates even when the master is not structurally relevant

Bug Description

I got a mail for https://bugs.launchpad.net/ubuntu/+source/linux/+bug/624229 because I'm receiving mails for the dpkg package which should no longer be concerned since the bug has been reassigned to linux in the master bug (https://bugs.launchpad.net/bugs/624877). In particular since I can't really edit anything in the duplicate...

The header of the mail I got still references the dpkg package:

Hmm, I thought this was a duple. anyhow, I think you're being mailed because you are subscribed to the duplicate. Possibly this should be 'retargeting the master does not retarget duplicates'.

Anyhow, clearly you shouldn't get mail in this situation.

Possibly the 'get subscribers for dupes' should ignore structural subscriptions.
