DistroSeries:+initseries should do some pre-flight checks before displaying

Bug Description

Don't show +initseries (or show an error) if general preconditions for
deriving are not met. See DistroSeries.deriveDistroSeries() and
InitialiseDistroSeries.check().

Perhaps add an earlyCheck() method to InitialiseDistroSeries that only
calls _checkSeries(), and use this in the view?

I don't think this is fixed. The link to +initseries on the series index page is only shown if the series is not initialized nor initializing.
