Sponsored syncs should be supported

Bug Description

Just saw Bug #817102 and thought that I'd note that the current process allows for a sponsored sync. Currently, this is done with the changed by field (https://lists.ubuntu.com/archives/oneiric-changes/2011-July/005124.html, I didn't upload it, the archive admins sync'd this). I would think a box where we can put a bug # to close would work for this and the reporter could be used as the person who gets credit for the sync.
