Resize comment box clips "[ ] Email me" and "Save Changes" buttons

Bug Description
The "[ ] Email me" and "Save Changes" UI elements are hidden on bug pages if the summary box is resized and made larger; to reproduce:
1. Go to any bug page, such as bug #505406
2. Press the triangle drop-down nexts to the "Affects $project_name" (lots of widgets are shown)
3. Grab the bottom-right hand corner of the text dialogue box and resize to make it larger
4. Observe that the "[ ] Email me" and "Save Changes" input widgets are now clipped and hidden under the Line "(+) Also affects project (+) Also affects distribution (+) Nominate for series"

Not only that, but you can keep making the box larger so the the text box itself is obscured. Either this box should not be resizable, or the div containing it should auto resize to show all of its contents, or it should have a scrollbar enabled.
Interestingly, clicking the triangle to hide the area and reopen it opens it to a size large enough to show everything.
