Bug Description
On testing a local instance of launchad, the appserver could not talk to testopenid.dev, but only displayed lib/lp/

Note that for 3rd party providers not oopsing is desirable, but for
the ubuntu SSO server, not oopsing mean we have no metric for
backend-service failures of an internal service.
