Bug Description
Scripts need to connect as dedicated database users so we can identify ones causing problems on the server. There are a number of scripts connecting as 'rosettaadmin' that need to be fixed.
Per Bug #863112 , this is causing trouble with fastdowntime database updates as we don't know which script is holding open long running transactions and thus which script to fix.

Not tagging fastdowntime, as the deployment scripts are using the BAD_USERS workaround
