Bug Description
Currently, ubuntu-dev members use the release nomination features a fair bit. We need to track security updates, bug fixes, etc. With the current permission system, only the drivers of the distribution can approve/decline nominations. Having to hunt out a core-dev isn't a great solution. Ideally, ubuntu-dev would have the rights over at least universe and multiverse.

Actually, it appears the ubuntu-core-dev is no longer the Driver, but the Registrant. I presume that changes little, however.
