The former page is publically accessible, the latter is private to the ubuntu-security team. LP is generating URLs users cannot access.
The former page is for a build that has been copied into Ubuntu to fix a security issue, so the build *is* publically visible; whether it should be shown under the private PPA is a good question, as is whether the breadcrumbs should cope with this case.
