Clicking near right edge of ChoiceEdit menu link makes the whole page jump to the left

Bug Description
1. Go to the report for a bug targeted for fixing in a milestone, such as <http://
2. Click the edit button next to the milestone.
What happens:
* The menu opens.
* The entire page jumps partly off the left edge of the viewport.
* The page remains scrolled to the left even once the menu is closed.
What should happen:
* The menu opens.
* Nothing else.
As with all the other bugs relating to these menus, one way of fixing this would be using a standard HTML <select> instead.
Otherwise, it may save time to fix bug 401683 at the same time as this bug.
