Support FD.o Desktop Actions spec

@Ted: Currently in Thunderbird we have a "TargetEnvironment=Messaging Menu;Unity" line which makes the shortcut visible in Messaging Menu. Is there a way to do that with the FDo compliant desktop file (the static way, I know about the dynamic one)?
