Categories look bad if gnome-menus is not installed

Bug Description

Since /usr/share/app-install/desktop/applications.menu assumes that gnome-menus (which contains /usr/share/desktop-directories/*.directory) is installed, while it doesn't depend on it, the categories list may looks not properly (during the database building, it automatically set the icon to "applications-other" if the respective .directory file is not found).

Solution 1:
* make light-software-center depends on gnome-menus
Solution 2:
* if *.directory doesn't exists means that we are on another DE (e.g. Lxde, Xfce), so look for {lxde,xfce}-*.directory

This can be actually solved by using a custom .menu file (as already suggested by Julien) which includes directories which we are sure exist or doesn't include directories at all and keeps icons and names in the .menu files (in this case i think the translation would be difficult).
