Bug Description

CI kernel builds are failing on ci.linaro.org for the origen boards with the following error:

This is due to the click-through-licensing-for-images policy imposed for the origen boards.

filed bug 911902 to track the issue that we report build failure even though the hwpack-creation failed.

for the CI effort this is a stop all event as our service shouldn't be down for that long
