NetworkManager sometimes incorrectly reports hardware-disabled wireless in a situation with two adapters

Bug Description
Steps to reproduce:
1. Disable internal wireless chip via BIOS. (I have done this because my internal chip is broken.)
2. Boot and log into MATE or Cinnamon environment.
3. Insert second wireless adapter (Alfa AWUS036H USB / rtl8187) now or at boot time.
Desired results:
-NetworkManager applet can administer the second, working adapter normally.
Actual results:
-NetworkManager sometimes reports that both adapters are disabled by hardware switch. It is not possible to administer the adapter through the applet when that happens.
Workaround:
-Manually connect to a wireless network through iwconfig, e.g.
Notes:
I haven't isolated the variable. My first guess: It's which adapter is assigned 'wlan0' and which 'wlan1'. At the most recent boot, NetworkManager does not work, and the functional, USB adapter is 'wlan0'. I tried to get the USB adapter assigned 'wlan1' by rebooting a few times just now, but I couldn't. (And after each reboot, the NetworkManager problem persisted.)
