After upgrading to 18.1 - Panel or Desktop don't react

Bug Description
I upgradet to 18.1 (Cinnamon) and now I'm faced with the following bugs:
- after boot-up (both with Kernel 4.4.0-47 and 4.8.0-30) desktop-icons are all on the right and its not possible to re-group them via the context-menu.
- it's not possible to move the main-panel (the panel just turns red and nothing happens till you press esc). Windows are not moveable so i pressed Alt+D to access a Menu in the Window. Suddenly the Windows are moveable again, the Desktop-Icons are back where they were but now the panel-menu (via right-click) is no longer accessable and the launc-icons at the panel are no longer working.
i rebooted a few times, tested different kernels but nothing helped. this bugs directly appeared after the reboot after the upgrade to 18.1.

I am seeing the same exact thing. I cannot add a new panel. My old panel is there but not responsive. Right click provides me the context menu you get when you right click the desktop. It feels like the UI is drawn but nothing is hooked up to it).
If I press the super button (windows button usually) the menu does pop up and I can type and launch what I want, but it's barely usable.
I am using the Window List with App Grouping applet (https:/ /cinnamon- spices. linuxmint. com/applets/ view/16). I don't know if having that on the panel makes it happen, but I cannot remove it as panel edit mode does nothing.
