code-import-dispatcher.py does not use LaunchpadCronScript

Bug Description

CodeImportDispatcherScript subclasses LaunchpadScript, not LaunchpadCronScript. This means it is not reporting its activity, and will be missing out on new functionality being added to LaunchpadCronScript to better control our systems.
