While the HA documentation provides some good information on how to setup HA, it is not very clear on how to configure the primary region controller and manage it long term. The docs should be updated to include:
1. Clarify that Postgresql
1. How to install/configure the first (or primary) region controller
A sample outline should be:
1. Configuring postgresql (clarify all regions would need to connect to the same postgresql and that its up to the user on how to best setup HA for it).
2. Install/configure primary region
3. Install/configure extra region controllers
4. Rack Controller HA
5. Upgrading a MAAS in HA mode (running migrations, etc). |

- Describe configuration options (e.g. let rack to automatically discover region endpoints or manually specifying them).

- Explain DHCP ha with multiple in the same VLAN
- Explain how machines communicate with rack when MAAS managed DHCP
- Explain how machines communicate with rack when NOT MAAS managed DHCP.
