Bug Description
With latest/edge at 3.5.0~alpha1-
maas dev vm-host compose 3 hostname=vm2 cores=4 memory=4096
It simply hangs. I can see that the VM gets created in LXD, but it seems like MAAS doesn't turn on the VM.
If I manually turn on the VM in LXD, the commissioning finishes, but the CLI command from before still doesn't return anything, it's still hung.
I get similar errors running "maas dev machine rescue-mode .." and "maas dev machine exit-rescue-mode ..."
