Bug Description
In a cloud where https:/
In such a case, magnum passed to heat this value:
"discovery_url": "Unable to generate token\n"
We should not try to create a cluster if we failed to get a discovery url.
We need a validation if we got a discovery_url before trying to create a cluster.
