Put sidepanel actions in inline toolbar [$15]

Bug Description

The growing trend for actions in relation to a sidepanel is to place them at the bottom of the panel in an "inline" toolbar. This can be seen in many GNOME 3 apps.

We should do the same with the actions in Midori's Sidepanel in order to provide them in a predictable location.

Could you be a bit more specific on how that would work?
Currently on the bottom of the panel there's the sidepanel selector/switcher, would you expect the sidepanel actions to go above those? Or maybe change the sidepanel selector to a stackswitcher on the top, and leave only the sidepanel actions on the bottom of the panel?
