Cannot build docker image

Docker build fails on installation of pscycopg2 (missing pg_config) and then fails on py-mini-racer (pip too old).

Looks like this only started to fail recently. We can check here after this patch merges to see if the post job is fixed.

I wonder, is there any way we can get notified when this fails? It seems we only ever find out when somebody notices.

Fix docker image not building

Also adds a line in the readme to use the mistral client inside the
mistral container.
