Mail won't leave messages on server

Bug Description

By default, the mail application is stripping mail off of my mail server.
There is no option to change this behavior under POP settings.

When I modify ~/.gconf/apps/evolution/mail/%gconf.xml by setting keep-on-server="false" to keep-on-server="true", the behavior persists and %gconf.xml reverts back its original state.

I even tried changing the security to 444 and had no luck.

The settings are managed by gcond; don't change the file by hand, use gconf-editor or gconftool-2.
